Beluga是一个命令行工具，用来将Docker容器发布到单个服务器以及数量不多的服务器群组。
为什么不用Kuberetes或者Mesos?当前Docker不支持多租户环境
所以不管是Kuberetes还是Mesos都无法操作Docker/容器层
